The revival of independence in 1991 was a direct continuation of the work of the ADR. The new republic stressed that it inherited the statehood of 1918.

On 30 August 1991 the Declaration on the Restoration of State Independence was adopted, and on 18 October the Constitutional Act on the State Independence of the Azerbaijan Republic.
That act directly mentioned the 1918 Declaration and the succession from the Azerbaijan Democratic Republic — the bond of two eras was set down in writing.
